Once the Anglers' Society quests are done, the Old, Good and Super Rod appear on the same list for a token price.

The specialist counters

Where Who Opens with Sells
Saltcote the stone keeper the stone quest the ten evolution stones
Monding the Company agent the imported-goods quest the trade-evolution items: King's Rock, Metal Coat, Dragon Scale, Up-Grade, Protector, Electirizer, Magmarizer, Razor Claw, Razor Fang, Reaper Cloth, Sachet, Whipped Dream and the rest
Dehesa the Breeders' Society the breeding quest Kindred Herb, Oval Stone, Destiny Knot

The quests are side quests and open with their district's badge; the quests guide explains the gating.

Selling

Every clerk buys anything you carry, whether they stock it or not, at half its shop price. Key items and the crafting materials have no price and cannot be sold; the materials are for quests and the Bag says so. There is no haggling and no market: the price is the price.
